I am directed by the Postmaster General to advert to
your letter of the 4th November 1912, No. 34362/1912, forwarding a copy of a despatch from the Governor of Hong
Kong with regard to the mail subsidy paid to the Peninsular
and Oriental Company.
It was suggested in the concluding paragraph of that
despatch that in any fresh contract for an Eastern Mail
Service no provision need be made for sea sorting between
Singapore and Hong Kong. At present, sea sorting
accommodation is provided between Penang and Hong Kong; and
the Postmaster General will be glad if the Secretary of
State for the Colonies will be so good as to say whether
provision for sea sorting between Penang and Singapore
should similarly be omitted in the new Contract.
If it
is found possible to free the Contractors from the necessity of providing any Sorting accommodation in far Eastern Waters, this reduction in Post Office requirements
may,

of course have a material bearing on the future cost of
the service.
As the drafting of the tender forms for the Straits
and China section of the new Eastern Mails Contract is now in hand the Postmaster General would be glad to receive a reply on this subject as soon as may be practicable.
